Ehdotus on kehitetty Iin erikoislaatuisten arvojen ehdoilla. Alueen ominaispiirteitä pyritään säilyttämään, ja niihin pyritään myös tukeutumaan. Kilpailualue kehitetään uutena puurakentamisen alueena, jonka sydämenä toimii kunnan uusi palvelutalo. Arkkitehtonisesti talo on matalan kaarevan paviljongin (kirjasto) ja kaupunkikuvassa näkyvän pistetalon (kunnanvirasto) yhdistelmä. Noin 2500 brm2 laajuinen talo rakentaa muodoillaan vahvan suhteen Iin Kirkkoon ja Seurakuntataloon sekä ranta-alueeseen. Suunnitelmassa avataan näkymiä joelta kirkolle, kuin myös kehitetään kirkon lähiympäristöä avoimena ja monipuolisena oleskelualueena palveluineen.

The historically layered nature of Ii’s urban fabric acts as the anchor of the design process. This proposal endeavours to preserve the existing delicate balance in the vision of the future. The proposed infill development will be primarily made of wood. The county’s new service centre will be situated at the heart of this development plan. The architectonic massing of this centre consists of a low curvilinear pavilion (the library) that is integrated into a cubical volume (the administrative centre). This new building has a gross area of about 2500 sq. m. By virtue of this form, footprint and location the building responds to the strong axes of the church, the parish building and the riverfront. Viewlines from the church to the river are to be preserved. The design proposes the development of multifaceted and active open urban space around the church.
